Article I of the Constitution deals with:

bulletSetting up the Congress which includes the House of Representatives and Senate.
bulletRaising revenues and taxes to pay for things like the military.
bulletDefining the things that the various States cannot do.

This is the longest section of the Constitution and has been modified a number of times by amendments over the past 200 years.
